Lucy Minayo is a highly experienced human rights lawyer with 21 years of post-admission expertise and a development practitioner committed to advancing the rights of women and marginalised groups. She has championed legal reforms, strengthened institutional capacity, and empowered communities to claim their rights. Her work has brought critical attention to violations of women’s sexual and reproductive health rights, including through a national public inquiry that fostered civic engagement and access to information on SRHR.

Lucy has extensive experience in complaints management, having served as legal counsel at the Federation of Women Lawyers in Kenya (FIDA Kenya) and as a human rights officer at the Kenya National Commission on Human Rights (KNCHR). She supported KNCHR in undertaking the first-ever conciliation of a human rights complaint involving a Kenyan diplomat and his domestic worker. In 2014, Lucy also contributed to accountability for human rights violations and international crimes as an investigator in the first ever African Union Commission of Inquiry on South Sudan.

Her passion for conflict resolution and peacebuilding is evident in her service on the National Steering Committee on Peacebuilding and Conflict Resolution, where she helped shape Kenya’s peace agenda, particularly during elections. She also participated in the development of Kenya’s National Action Plan on UN Security Council Resolution 1325 of 2000, focusing on women, peace, and security.

Lucy holds a Bachelor of Laws (LLB) and a Master of Arts in Gender and Development, both from the University of Nairobi.

Currently, she serves as Co-Chief Executive Officer at AMPLIFY Girls, a network of 40 organisations across East and Southern Africa dedicated to building girls’ agency. She brings to the Media Complaints Commission a legacy of human rights protection, a deep understanding of civil society, and a commitment to equity and justice.
