Mr. William Otieno Oketch is a High Court of Kenya Advocate with over twelve (12) years of expertise in legal practice and compliance, consultation, adjudication, policy research, human rights, and civil society. As a governance consultant, he has advised and/or worked for government agencies and civil society organizations on legislative writing, policy and regulatory compliance, legal research, inter-agency negotiations, consensus building, and stakeholder mapping.

He has extensive experience managing statutory and administrative regulatory compliance systems for both government and non-government roles. He has a Certificate in Professional Mediation from the Mediation Training Institute East Africa, a Bachelor's Degree in Law (LLB) from Kampala International University, a Post-Graduate Diploma in Legal Practice from the Kenya School of Law, and a Master's Degree in Public Policy and Management (MPPM) from Strathmore Business School.

He is currently the managing partner of William Oketch and Company Advocates as well and previously served as   Senior Consultant at SES Law Advocates, Senior Litigation Associate with Nzaku and Nzaku Advocates; Magistrate/Registrar with the Judiciary; Chairperson, Communications and Multimedia Appeals Tribunal; Commissioner Media Council Complaints Commission; Program Associate at the International Commission of Jurists; Legal Officer at the Ministry of Medical Services; and Legal Researcher and Drafter with the Committee of Experts on Constitutional Review of Kenya(COE).
